二 | 　　规划提出，在塑造吸引外资新优势方面，“十五五”时期，上海将积极扩大外资市场准入，推进电信、数字、金融、医疗健康、商贸文旅、交通运输等重点领域扩大开放措施先行先试；促进外资转型与总部能级提升，支持外资企业开展本地研发、技术升级和绿色低碳转型；促进外资企业境内再投资，鼓励开展股权投资、并购投资；深化实施外资研发中心提升计划，优化相关认定及动态评价机制，鼓励加大研发投入、加强开放创新。　　规划明确，“十五五”时期上海加快国际贸易中心建设主要预期指标，包括货物贸易进出口总额累计超3万亿美元，离岸贸易额累计达5000亿美元以上，新增高能级首店数量达900家左右，新增认定外资研发中心数量达200家左右；到2030年，全球贸易口岸城市排名达全球首位，货物贸易进出口总额累计超3万亿美元。　　规划显示，“十五五”时期，上海将引育全球供应链管理中心，鼓励具有国际国内供应链组织能力的企业在沪设立全球供应链管理中心。

三 | 上海将加快建设虹桥海外发展服务中心，打造长三角企业走出去服务第一站；全面建成东方枢纽国际商务合作区，完善货物和人员跨境便利流动机制。　　上海将深化企业走出去综合服务平台建设，构建一站式、综合性、网络化的企业出海服务体系，吸引更多企业在沪设立出海总部。　　上海还将营造国际化消费环境，增强“入境通EasyGo”和“沪小游”智能体服务功能，推广离境退税“掌上办”线上办理平台，提升离境退税便利化水平，优化多语种标识、外卡支付、外币兑换、行李寄存等服务设施，扩大外来和入境消费。
